Open Blackra1n and install Cydia. Then, open Cydia and search for Winterboard. Once this installation .. Open Cydia again and look through the sections and scroll to the issues (complete). Just browse and find a theme you want and you can install the theme. Close Cydia and Open Winterboard and you should see your new theme downloaded at the top. Just check and close the program and must Respring with your new theme
